I went to The Getty Center while I was in Los Angeles as well, mostly because I wanted to see the August Sander exhibition before it closed. We noticed your excellent post at the Getty. Virginia Heckert, curator of the Sander exhibition, has this to say about your question:
“The thin black line around some of August Sander’s prints indicates that the print was made either during the World War II years or just after; prints made in the 1920s and early 1930s tend to be overmatted with a cream, parchment-like paper. The prints edged in black may have been printed by August Sander or by his son Gunther, who assisted him. There are also later, posthumous prints issued from the original negatives by grandson Gerd Sander during the 1990s; none of these were on view in the Getty’s exhibition because the Getty does not have any in its collection. Unlike photojournalists working in the field with a 35mm camera, the black edges are not intended to signify the full negative; instead, they provide a more decorative finishing device for images that, in some cases, may have been cropped from the full negative.”
